does anyone know if this quest is bugged. I have spent an hour in the area clearing all mobs 5 times and nothing is there. I know drop rates are crazy but I do not recall ever spending so long on this quest.

That quest was not bugged, when I did it, but indeed; I found myself wondering if I was at the right place, because it just wouldn´t drop!
I do recall it taking me almost an entire level back in Vanilla too though.
