Gluttony/Soul Barrier or Spirit Bomb/Void Reaver in m+ and raids?

I am not sure which is better as tank.

I tried playing gluttony in M+ and I hated it. Vengeance is no fun without spirit bomb imo. It also makes raid fights extremely dull.
