After discarding this item I can’t ask for another and item restoration doesn’t have this item included for whatever reason.

Which version of the game is it? Apparently it’s different in SoD.

In Season of Discovery, Scooty doesn’t seem to have an option to get a new one, but you can walk over to Rix Xizzix, Lost and Found to pick one up.
