Blizzard can ban the mac address of bots, but if the people running the bot farms have some sense of intelligence, they should know how to spoof a fake mac address to bypass that ban as well.

I don’t think cheating in a video game should ever be considered a criminal matter, would you like someone to be arrested for cheating at family board game night as well?
Typically if I am playing a board game and encounter a cheater, I make a note to not invite that person to play again, Blizzard banning players is the online equivalency, and all that’s necessary.
