So I transferred to AD today, since I want to finally get seriously into rp. Of course I went to Goldshire first just to see if I could find someone in character. What shocked me was that Goldshire is completely empty? I tried War mode on and off, and there was absolutely nobody there? Anyone know why? And could anybody direct me to a place where you could join an active rp community?

Zones are empty because of sharding at the start of the expansion, I presume.
Even when it passes, stay away from Goldshire. It’s frequented by OOCers and ERPers (erotic roleplayers). Stormwind is the most popular RP hub for Alliance, there’s also some RP in Duskwood as far as I know, and Feathermoon is now the main RP hub for night elves and Kalimdor RP in general — there will be an event there tomorrow: https://www.argentarchives.org/node/248254
There is also Dalaran (Broken Isles version), which is currently an active hub for both factions while the sharding lasts, and it is (as can be expected) especially popular for mage themed RP. There is a Discord community for Dalaran: https://discord.gg/UJs9NbGY , and the Legerdemain Lounge in particular is a popular meeting spot for casual RPers.

Lintian already answered your question fairly well and told you this, but I want to put emphasis on it:
Goldshire is not a good place to have actual RP. Stormwind, Duskwood and Feathermoon are the places to be when things pick up again, Goldshire is just a den of degeneracy and overall weird people.

At this point Goldshire is more tourism and ‘ironic’ visitors than actual natives.

There are ‘hubs’ of a sort for each faction. My personal suggestion would be to start exploring Stormwind, though bear at the moment we are a little screwed by phasing and the like so the normal population of RPers can be a little low. There are also great hubs like in Feathermoon as suggested, and at times Dalaran does have a few people from both factions around doing RP. Horde-side we’re a little more limited due to there being a smaller population and Orgrimmar being harder to RP in than Stormwind (legit there are ZERO chairs in any of the taverns, it’s bestial). Valley of Honor and Silvermoon are our go-to areas!
Goldshire is not really the place for legitimate RP in any sense, it’s where you go to violate the Terms of Service and also get reminded of the absolute lows human society can reach, even online. 'Tis a place to stay away from.

I have an alt that sits in Goldshire.
I occasionally go on a reporting spree when I get bored. Stuff that really should be picked up by blizzard (like pedophilloic names/graphical violent and s*xual chat in general etc.)
Like to think I’m doing my bit to clean up the realm…but to be honest it’s just worse every time I poke my head in there.

Welcome to the community friend, i’d suggest getting addons first of all, mainly TRP, then its also easier to identify the type of RP you dont wanna participate in, aside from that when it comes to an active RP community its pretty much the entire server, go to stormwind or feathermoon, or darkshire and meet people, if you’re in doubt about something toss them a whisper explaining you’re new and most people will be kind and give you some pointers.
If you do get addons such as TRP3 (highly reccomended) i’d also toss a note in your OOC information that you are new, and i think people will be happy to welcome you.
