Go to the shop in the Battlenet launcher, choose the product you want to gift, click the grey “Gift” button right below the blue “Buy now” button, and follow the instructions from there.
It might be worth noting that the only expansion available for purchase is the upcoming expansion. To play retail as it is now, including Dragonflight, all your friend needs is active gametime.
Gametime can be gifted, but you have to scroll pretty far down in the shop to find it, do not confuse the one time purchase 60 days game time wich can be gifted, with subscription plans wich cant be gifted.

Make sure if they have a US or a EU account and the version you are sending them
