I play Delves and World Quests, obviously I unlocked all three rewards, but the last reward stays at Tier1- 584 no matter what. To improve it, I am supposed to do a T2 Delve or higher, but no matter the tier of Dvelve I do, the reward does not scale up.

Each lvl delve has their own Ilvl reward up untill lvl 8. After that you have bragging rights but no more ilvl reward,
You probably need a higer ilvl delve

I have unlocked Delves to t11, doing T8s for the Great Vault, but the last reward at GV stays at 584 ilvl no matter what because of the World Quest I did at the weekly reset. The improve info does not work, doing T8 Delves, even tried T2 Delve as the info says, or another world quests. Nothing seems to work.

to improve the last slot you have to do 8 delves at the highest Tier you can, it should say something along the lines of “do X delves on tier Y to increase to ilvl XXX”
Something is definitely off… on this char I unlocked the two first slots, the second still says to do at least a tier 2 to upgrade and the third seems to be stuck on 6/8.
Did a bountiful tier 7 and nothing changed, still at 6/8 for the third and the second did not upgrade, what am I missing here?
On another char all three unlocked and upgraded just fine…

Don’t know if this will help, or if it is genuinely bugged, but where the vault says “Do 8”, it calculates the iLvl of that slot by taking your best 8 delves and using the least value of those 8. So if you do 7 tier 8’s and 1 tier 6, it will set it based on the 6, until you do another 7 or 8.
Are you sure you did 8 Tier 8 Delves?
It’s difficult to keep track of, because (Except by the itemlevel of your vault slots) there’s no way to see how many Delves you did this week and at which tier(s).
The system is indeed not working correctly. It should be the following:
The leftest reward is based off the highest tier of Delve you’ve done week.
The middle reward is based off the 4th highest tier of Delve you’ve done week.
The rightest reward is based off the 8th highest tier of Delve you’ve done this week.
Right now the leftest reward only works correctly. The middle and right rewards are bugged.

The Vault rewards are based off the lowest tier in that group.
Left slot - lowest of the two highest tiers
Middle slot - lowest of 3rd and 4th highest tiers
Right slot - lowest of 5 - 8 highest tiers.
Doing 7 x delves + 1 world event will only give a reward for the world event in the right-hand slot.
It’s easy to lose track of how many delves have been done as there’s no way to track other than the Vault, so it’s impossible to know if the Vault is wrong or if a player has miscounted the delves they’ve done.
If you’re 100% sure you’ve completed 8 x delves you should log a ticket.
It’s been bugged since season started, it’s just a visual tho.
Weird, it worked fine for me, i had two slots filled due to world events (Since those count for that vault row as well), but as i did more bountiful Delves, they upgraded to the suitable itemlevel, i did my 8 Delves for the week, and they’re all at the itemlevel they should be.
Same here. I just did my 8th t8 or above of the week and the third slot changed from the OP’s noted “Complete a Delve t2 or higher” to showing a 616 ilvl reward.
8 x delves t2 or higher are needed to improve the 3rd slot, players seeing world event ilvl reward in slot 3 just haven’t done 8 x t2 or higher delves yet.
