Can anyone tell me what level you need to be to participate in the Greedy Emissary event (killing the Treasure Goblins), please.

I don’t know for sure, but accoding to the event description
Every 30 minutes, a Treasure Goblin will spawn at these 3 zones: Stormwind, Orgrimmar, and Dornogal. Slaying this Treasure Goblin grants many Diablo-themed, limited-time items!
so it is available outside The War Within territory, and last time the event was on, the Goblin could be tagged by any character that could get to it, so I would conclude that there is no level restriction.

word of advice. if someone invites you to a group for the event, dont accept it. I made that mistake and turns out they where some troll, and teleported us all to god dam dalaran, and made us all loose it, before imediately abandonding the group. apprently some people get a kick out of being scummy
