Guardian: Base armour is incredibly low?

From what I remember, Guardian Druid has always been the tank spec to excel at taking physical damage.
Was this reworked at some point?

My prot warrior with ilvl 388 gear has 57% physical dmg reduction through armour. (scales with strength).
My guardian druid with ilvl 401 gear has 40% physical physical dmg reduction through armour in bear form.

One stack of ironfur gives me 54% physical physical dmg reduction.
Two stackes of ironfur gives me 66% physical physical dmg reduction.

So, I can compete with a warrior if I ensure 100% uptime on 1 stack of ironfur and am a little better if I keep up 2 stacks.

Keep in mind however that my 2 stacks of ironfur that cost 80 rage (I have none of the ironfur talents for base comparison sake) and only last 7 seconds.

Meanwhile a prot warrior can use 70 rage to get two stacks of Ignore Pain which is just superior to ironfur in every possible way as the mitigation is way higher and can also absorb magic and they also last 12 seconds and absorb amount gets constantly padded while in combat through damage.

My guardian druid has 19% dodge.
My prot warrior had 3% dodge, 22% parry, and 36% block.
If we were to only count the total prevention it would still be 25% avoidance vs 19%.

What happened to guardian druid?
I prefer playing druid, but this is not even a competition anymore.

Bear form should be buff at least +100% armor.

It is joke that bears with ironfur up have less armor than a warrior.

my bear with 403 has 40% something and with 1 stack ironfur 51%. I think the time where bear had the most hp and armor is long gone.
inthink i have 15-20 something dodge and 0 parry.
Talents don’t help either. you can go def mode and do 0 damage or full offensive and do normal tank level damage. That buffs they did to ironfur should all be baseline

Bear needs more baseline armor, more hp and better mastery scaling. The most noticable buff this week was reduced CD to frenzied regen, since you get chunked down all the time.
The same problems are still there with magic damage and bottom heavy tree layout.
Hopefully they have some plans for 10.0.7

I really cant understand how they are testing the spec… Cant they just see we are paper tanks??? Are they only scaling tank classes power to specific lvl difficulty?? Like for example scaling tanks to +15s 17s difficulty. if so its wrong cause everything ends by watching only broken classes push forward…Blizzard as long as you create +27s +30s content to be reachable, then you MUST BALANCE tank classes for these type of contents. Like seriously how hard is to do some small tunings that wll change everything so essy???
