They made it so bad, so rather didnt implement it for that spec.
Some hopium here… im almost out… but here are my suspicions :
Shamans need a rework. And intelligently they are postponing Hero Talents until the reworks are done.
How true is that ? Dont know.

Atleast something be like: " yo dont worry about that, we do mass rework so hero talents also made that way".
We will see… im rapidly running out of hopium here after the “amazing” class tuning for S4.

In all seriousness, count your blessings. If there’s no news about your class right now, it is likely they’ll not get over-tuned when the expac releases

But in all seriousness, overtuned is not necessary for any class. But there are some really annoying mechanics Shamans have that should be streamlined.
Only Shaman one I’ve seen so far didn’t really strike me as that interesting. Just randomly appearing ghosts that did some stuff.
