Hailstorm misunderstanding or bug?

Hello everyone,

First time posting on the forums because I have a question about Hailstorm. I could not find anything on the internet about it, so here I am.
I have been playing enhancement for the last expansion, but have always used Fire Nova (big Boom animations!). However I wanted to try the combination of Ice Strike + Hailstorm + Swirling Maelstrom (and overflowing maelstrom ofc) in M+, but I feel kinda Maelstrom starved compared to Fire Nova.
So I checked this on some dummies, whenever I consume 10 Maelstrom I have 10 Hailstorm stacks those are consumed with a Frost Shock. Am I stupid to think that I should get 5 stacks of Maelstrom back? Because I always only get 1 Maelstrom back.
So am I misunderstanding something? Is it a bug?

You have a talent that makes you use all 10 stacks to hit harder and you’re seeing one stack is because of another talent that gives you one for frost shock. Hope I understood your question right.

Also you feel very maelstrom starved with certain talents because your haste is way to low. Should try have way more than 6%. Lack of haste must be leaving you with hardly anything good to press. Mastery is amazing with most builds but 6% haste makes you use less of that mastery.
