It exists from trick or treat bags u get once an hour from Innkeepers. I got mine after like 8 trys
Just keep trick-or-treating every hour. Got mine out of 25+ bag. Now for the Hallowed Helm…
I just got the Hallowed Helm, happy to report that it still exist in-game in treat bags … no toothpicks as yet though.
I think it took me like 20 trick or treats to get the tooth picks.
and like 4 days of no helm to seeing like 7 in these past 2 days.

Can you have the Quashling too?
The funny thing about the hallowed helm is that I got it last year, but even tho I have that, I had to get another one for the achievement… on the toothpick, I got the 10-pack of toothpicks 4 times. And 3 masks total so far… All three male bloodelf. So gave up on the flimsy mask achievement …

Yes, I know of several people who got either pumpkin helm, squashling pet or even both from the trick or treat bag.

I think that you have to be level 68 to get in there. But as modern Armory is Bosh, I can’t check any longer. My Guild carried me through as soon as I git the level for it back in 2009 so that I could be … the Hallowed.
Don’t know if they did something but yesterday we got 4 Hallowed Helms out of 5 Horseman summons. Even if it’s just extreme luck, still the best method to obtain Hallowed Helm is Headless Horseman. The cherry on top, we were 4 friends and 1 PuG, and the PuG already had it.
I got it from a treat bag 
I’m not yet high level enought to do the HH - will have to wait till nex year.
It can also come from the box you get after finishing fire-extinguishing daily Horseman event in Brill/Razor Hill. Unlike treat bags, the box contains multiple items at once.
Yes true, but I never succeed in extinguishing, we’re too few. Sad as I’d like that broom!
75 is min level to accept the daily quest for summon.
Can you do it before if others summon for you, as I said I did either before or at 70 in OG wrath.
I never tried, but I assume you do get to roll on the loot if you are present at the kill at any level.
I did it solely to get the Achievement and title I would not dream of rolling on loot after being carried through.
48 try here, still nothing.
