I have just completed weekly Hallowfal Fishing Derby quest and earned 3 marks instead of 25. WTF?
It’s not a bug. It was a hotfix stuck in with a bunch of other changes on 19th September. For some reason the 19/09/2024 hotfix notes aren’t on the WoW website, but WoWhead’s Bluetracker has you covered:

A pretty awful change and I hope it gets reverted, since now I would need to go do the quest on 9(!) characters to get the equivalent marks, assuming I don’t go and fish up one of every kind of fish during the 1hr time limit on every character (which would be 23 marks per character). It was very cosy only having it once a week for 25 marks with an optional 20 to snatch up. As much as I enjoy fishing, don’t think I can be bothered to fish up 20 fish per character every Saturday.

It’s a horrible change, I agree. In addition I just went to check on an alt - you can accept the quest but you don’t get the Fishing Derby buff associated with it. So it’s a bugged horrible change because you can’t even do the quest multiple times to make up for the currency defecit.
It’s odd that we wanted warbount systems so we don’t have to farm the same stuff on alts but ofc the Blizz saw it as “make them play more than 1 character even if they don’t want to”. For this one simple quest now you need to spend 9 x more time to get the same reward
Awful change and it still isn’t working for alts It is possible to pick up the quest on alts but they won’t get the buff.
