Hallowfall has no mobs vender's or other players

I have same problem.

Entire Warband/Account stuck in wierd phase, Help please

My entire Warband/Account is stuck in wierd phase exclusively for the entire Hallowfall zone I’m not sure what triggered it. But every char i bring to Hollowfall is in the same phase. The zone is devoid of mobs and NPC’s exept for a “Dunelle’s Kindness” which has “some” none interactable friendly NPC, by the looks of it. And “Mereldar” that currently only houses the Quatermaster and the Fishmonger. Every other NPC is gone from the entire zone as far as i can see. World Quests still trigger.…

Seems like it could be related to the WQ.
