Pardon if this is in the wrong section of the forums, I wasn’t quite sure where else to post it. 
I just finished the dungeon for the Headless Horseman, and someone in the chat said that the mount only drops for max level players now. I’ve been trying to check around, but most of the sites with the information I found says it drops for players who are lvl 45 and up.
Anyone knows if this is true, and where did they state that change? Since I can’t find anything, I’d love to know!

I don’t know level but I think if it offers Loot Filled Pumpkin you can get the mount, if it offers Loot Stuffed Pumpkin you’re too low a level.
I just checked on mine and can get it at L50 but not L40 (I don’t have characters in between). I would guess 50 as it’s usually the maximum level of the previous expansion.
You’d probably need to wait for confirmation from Blizz or Wowhead but check on any characters you have between 40 and 50 and see if it offers ‘filled’ or ‘stuffed’

It drops from the Epic pumpkin. Minimum level 50. Did not drop on a 48, I got the Blue one.
