That quest was exclusively in the legion prepatch
They are part of the Kara questline in Legion so i guess you can still pick up the questline.

No it wasnt it was part of the kara attunement in legion.
If I rember right that quest was about relocating/moving Dalaran. There’s no way to redo it
If you read the link it tells you its to do with kara attunment 
That questline to unlock the Kharazan dungeon? I think it also doesn’t exist anymore, it’s unlocked account-wide. Legion send you to Kharazan twice.
To unlock that quest for the first time you may need to doevery Legion quest + order hall campaign
If you want it for transmog, there are other items that share the appearance. If you want it for Mage Tower, I’m not sure you can still get them, but they aren’t listed as “removed from the game” or “obsolute with patch X.X”, so you may still have a shot
