The description on the Battle.net store and in game for the Sha-Infused Epic Pack has recently changed. It now says this -

Can we have a Dev confirm one way or the other whether this means we can boost a Pandaren Monk to 85 using this product?
Just out of curiosity, what exactly is a dev supposed to add that isn’t already clearly stated in black and white? And this also isn´t dev territory to begin with, but a question for sales /marketing…
You already highlighted the relevant passage, so no point quoting it again. It clearly states that the boost is usable on both Pandaren and Monk, and therefore by logical extension also pandaren monks.
And if it´s not for whatever reason, then it´s blatant false advertising =instant refunds and a potential class action lawsuit.
PS: no dev ever responds on these forums either way. Linxy, Kaivax and Tyrskorn are basically the only blues that ever post here with any regularity.
Up to a couple of weeks ago, this was not the case. The wording clearly stated that you could not boost pandaren monks.
And it has been changed, most likely due to feedback, because it now clearly states that you can.
Last time I checked, the conditions of a contract /sale that were valid at the time of purchase were the legally binding ones… so if anything that means buy it now before they change their mind again. 
I bought it before the change but can’t afford a new boost. 
I don´t want to speak for Blizzard here, but typically when a change like this occurs everyone gets the “new” version, because while it´s a crime to offer something and then not deliver /reduce features after the fact, it´s not a crime to deliver more functionality that was initially promised (as well as just being a good look to not force people to purchase a second time).
I suppose OP is surprised.
I assume Blizzard is aware of … people have less time, don’t really want the 1-85 with a fresh character, especially with a likely shortened (one year) timeline.
Yes, there are many tryhards out there who can do it, but many others won’t.
Absolute data-less speculation but you could look at the worgen-goblin population in Cata over time and draw consequences. Same about BC but it was a while ago. Quite frankly the launch month has been silly with 50+ draenei shaman absolutely any time in the starting isles. I made it to 60 by the end of WLK 
Phrased as a complaint, a lot of people are still levelling in Classic, so the starting raids like MC are / were simply not available to the masses. One could make a point that the first raid tier must be opened no sooner but 3-6 months into the prepatch.
(I actually have deja vu while writing this.)
Of course that would be silly, but the logic is obvious, I guess. The vast majority cannot enjoy all features of MoP - either pandaren / monk or raid and dungeons without overgear rush, not both.
These updated conditions are in direct contradiction to the most recent blue post on the matter.
I want to know what I am buying before I buy it.

Blizzard has confirmed that the lvl85 boost will work on Pandaren monks.
