Oke so the hair with a hat hasn’t come back on the PTR but if you use the 3d dressingroom on wowhead you will have hair while wearing the tricorne hats. Also the new preview video also shows hair while wearing a hat. Could it be that they put it on ptr by accident? And it will happen for real when 8.1.5 goes live. I hope so
