Have they fixed the missing sounds from other players in instanced content?

Thinking about giving WoW yet another shot, but i remember that last time i quitted after noticing that in instanced content like dungeons i could not hear sounds of other players. Only my own abilities, music, ambient and the enemies sound effects. Playing as healer was the most weird experience, cause i heard only monster grunts and healing spells. Tried everything, and couldnt fix that.
I have found plenty of threads about this problem, but none said anything about it being fixed / reversed (if it was intentional poor decision to force everyone to have muted sounds of everyone else in the dungeon/raid). I have read somewhere it was intended to be like 20% volume, but for plenty of us it went basically to 0% with no way of fixing it (and plenty of us tried a lot of most acrobatic attempts). Thing is, its not hardware/system issue, cause sounds play perfectly well in the open world. Other players sounds plays just fine there. In instances they become dead silent.
