I haven’t received 310% flying on the character that I completed ‘Glory of the raider (10 man)’ achievement on in 2022. There’s an article that suggests mount speed for this character would be upgraded to 310% as the Plagued Proto drake was 310% speed before the mount skill/speeds were integrated in Cataclysm Classic. I’ve completed what the article suggests and used the mount on the character I unlocked this on but it has not upgraded and is 280% mount speed rather than 310%.

Worgens don’t receive 310% flying for free. It was given to any character that existed before the Cataclysm pre-patch. Worgens exist only after the pre-patch so no worgen has got the 310% flying for free, even if you had a 310% mount on your account. So you’ll have to pay the 4000g. Same applies to Goblins.
You had to use the mount back in Wotlk. I had a similar issue. This Warlock was an alt in Wotlk so I left it at the 150% flying but I did the Ulduar achievs and had the 310% mount in my inventory.
Come Cataclysm pre-patch I bought 280% flying but I couldnt learn/use the 310% mount because I already learned it on my Mage and mounts are account (server?) wide now.
So I had 310% flying on my Mage but 280% on my Warlock because I couldnt use the moutn for the free 310% Just have to pay up.
This was completed on my Human Paladin back in 2022. The post has just chosen my Worgen Druid when I made this post yesterday. I also played and used the mount during WotLK. I’d understand not receiving it on a character I hadn’t completed the achievement on but I played during 2022 on Naxx launch and completed the 10m raiding achieve, logged in before and during cata pre patch and used the mount then too so it’s not like it’s been an inactive character
