I briefly checked a random enchant on Dottie’s link there namely “Enchant Boots: Stamina +5” in TBC Ironforge Enchanter and it was there.
As others have said, make sure you have checked all boxes as well and that you have not overlooked training it.

As far as we know there should be no issue with TBC Classic professions, but for in-game issues, make sure to report it as a bug if you feel something is not working as intended. You can do it following the instructions here.
