Blade dance suffers from being too reliant on the “First blood” talent which is actually what gives it the real damage it deals.
Target caps are often a problem especially when you actually want to hit 1 target but there’s a bunch of trash NPCs around. This is relevant for both PvE and PvP.
Suggestions:

Add a talent which changes Blade Dance to a new different spell (let’s say Glaive Slice or whatever u wanna call it) and this spell does single target damage only, but it is significantly more-impactful

Update Cycle of Hatred so it also reduces Essence break cooldown along with Eye Beam so the burst windows can be aligned

Provide the spec with a fixed GCD similar to Windwalker and Rogue (which have 1 second GCD no matter how low their haste is), make the necessary haste adjustments if necessary.

Fel Scarred’s “significant empowerments” to spender spells must actually be significant increases instead of low increases that barely make a difference.

Blur cooldown needs to return to 45 seconds as it was for the entire Shadowlands duration

Netherwalk should be usable in stuns

Chaos strike animation must be faster

Darkness given alternative talent that works like Immolation aura only its a friendly buff that does what Darkness does (basically your character becomes a moving Darkness aura instead of dumping it on the ground)

Aldratchi soul requirement reduced to 5

Aldratchi to always just provide the double debuff (made into a singular debuff with the same %) after 1 spell, not 2

Fel Barrage can’t catch a break and may need to be removed and replaced with something entirely new

Glaive Tempest is a joke and requires HEAVY buffs to be remotely playable - arguably the lowest hitting spender in the entire game. Can also make it so the spell moves similar to the Fury Warrior thing.

The Crit damage bonus talent should be given an extra choice node for another stat. Forcing a playstyle is toxic. Before a Mastery one existed, but people got both together. Add a choice node for something else.

10% extra Chaos Strike talent is completely useless and a joke to all players of the class. Low hitting spell having a 10% chance to hit again.

Which leads to Annihilation needing actual buffs as it hits low as a spender. Consider the name, right now it’s closer in meaning to “Humiliation”
That’s about it for what I could think of. Even if a few of these things get considered it’s still a massive improvement for the class.
We already see insanely good improvements for similar specs like Windwalker. It’s time you gave Havoc some love.
