Hc daily quest item from last boss didn't drop

we 4-manned the instance because one of our members was afking, ninja-pulling, and being toxic after we confronted him so we ended up kicking him from the group. surprise, when we get to the last boss and try to loot it, there’s no quest item. still got the bounty satchel though. is this a bug or is it because we were 4 instead of 5?

edit: the quest item is Celestial Ruby Ring from Loken in Halls of Lightning

maybe you were in a raid group
