Heart of Azeroth gives less stat on 95 than on 94

Can someone explain me why my Heart of Azeroth gives less stat on 95 than on 94. Just reached 95 with it and specifically checked the stats on 94 before ding, it gave 56-56-56 secondary stats. Upon reaching 95 it was reduced to 55-55-55, double checked on armory, where it shown the 94 version, with 56-56-56 stats, then refreshed armory too, to 95, and it was reduced to 55-55-55 there aswell.
