Hello, similar topic on us.forums, but I can’t comment there.
In my opinion Celestial Conduit Hero talent Heart of the Jade Serpent is bugged. It gets activated (shining) on the bar corectly after using 45 chi, but does not redukce cooldown of said spells.
US.forums topic was about MW monk, I tested on WW (they did not, so I have to add it here).
