I’ve accidentally deleted one Stolen Hearthstone Card. So now when I’ve missing one card for achievement they stopped dropping to me, like it counted as dropped already under the hood. Some people on Wowhead also have this issue. If you have the same issue, please express it here and create bug ticket/support ticket so it will be fixed. Thanks!
In the hotfix notes they said that you can earn cards by playing on those toy tables. Might be worth trying.
If you have only one card not earned it is RNG again.
You don’t see duplicates.

Item restoration has only gear.
If an item doesn't appear on the list, it's not available for restoration.
Just have someone lose to you on purpose at the Hearthstone tables. You’ll get cards after every win.
That’s the problem, I’m not getting cards anymore, because game thinks I’ve got all of them already.
I think the easiest solution here is to delete your whole account and start over.
I know this might seem like quite a bit of work but it’s will be totally worth it to get that missing Hearhstone Card.

I investigated it a little. There are tracking quests, both for containers with cards and cards itself. The list is available on wowhead

The last card I’m missing is Forbidden words. So I’ve run following macro:
/run print(C_QuestLog.IsQuestFlaggedCompleted(79430))
/run print(C_QuestLog.IsQuestFlaggedCompleted(79398))
The output is expectable true, false. Which means game tracked I’ve already got container with the card dropped, and it doesn’t drop anymore. But since I’ve accidentally deleted it, I can not finish the achivement. Perefect example of Bliz quality, please, if you experience the same, contact Customer Service and create bug report to fix it!
UPDATE:
After contacting Customer Service couple of times, I finally got no AI generated response, where they claim the issue is fixed by devs now. Since event is over, I asked one of my friends to loose HS game with a toy, and final card dropped.
