Came back to WOW Retail Stopped in Legion and decided to play TWW started to level my alts after the boost for buying TWW and upgraded all my Loom’s but now i have noticed that they stop at level 69 ITEM LvL of 339 and have just 200k Health and makes it extremely difficult to even kill the mobs in the TWW starting area/quest i spent almost 5 minutes attacking the last quest mob on the beach and takes a good 40 seconds per mob.
This wouldn’t be to much of an issue if there was quest gear rewards from the first quests to at least get you to a iLvL of 400 but there is almost nothing throughout all the quests and have to rely on the AH and 27k-300k for a LvL 70 green weapon is a bit to pricey.
Unless im missing something this needs to be addressed from what i can remember all looms used to scale to the low end of what ever level your starting at 70, 80 90 etc so you could at least kill a mob when starting a new expac.
The cap is generally raised to the current max level midway through the expansion - albiet this happened a lot earlier in DF (10.0.7).
There’s no mention of them in the 11.0.7 annoucement - and my guess is that with the new warband XP buff that it will likely be either 11.1.5 or 11.1.7 we’ll see that happen.
Your item level after playing through DF would have been roughly 300 (maybe a little less, 290ish). So 339 should be reasonable for going into TWW I would have thought.
I went into it at 463 and was melting things in seconds, unless I ran into an elite or something.
But I guess a lot depends on class, spec, build etc.
There probably should be some form if catch up gear available at around 415 or something. That would help players get into TWW if they hadn’t played DF and geared up to approaching 500.
We used to get Catch Up gear tokens, the last iteration of this was Benthic gear in BFA. That stuff was easy to get and powerful enough to get alts going. Before that we had Dauntless, Baleful and Timeless gear that was similar.
Not sure why they don’t do those quick catch ups anymore. You need to do Weekly quests and WQs to gear up, which is ok during an expansion but when you want to move into a new expansion isn’t great.
IMO the increased regen and reduced rested XP consumption does still have some value - but there’s no doubt that heirlooms do not offer the value they did in the past and it’s questionable if it’s worth the gold cost any more.
One thing they won’t do is offer significantly better ivl than normal questing gear so if the desire is an easier time at lvl 70 - I’d not recommend waiting for them to unlock as you’ll likely be disappointed.

I think there should be a questline to acquire and upgrade our Heirlooms (a single questline would upgrade all Heirlooms to current expac max level).
These would be similar to Artifact acquisition questlines, so you’d do something in the existign world.
This gives us content to do (a bit like Heritage armour quests). It reminds us about Heirlooms. It saves us a ton of gold that isn’t worth being spent for what we get.
Because Blizzard decided heirlooms could be an amazing gold sink, therefore rather than have them level automatically with the character you have to buy an item to “upgrade” it. Mind, these days that takes 5 or 6 items per heirloom (and currently only goes to 70)
Or, and hear me out here, heirlooms should just level with the character up to max level - and then when you reach max level you’ll begin replacing them. That’s how it used to be, it should have stayed that way.
