Hey i bought game time via http://us.blizzard.com/store/index.xml for wrong region.Is there a way to change it to eu or get a refund or something i cant claim that game time for my eu account.
Any solutions ?

You'll have to contact Account and Payment Support via phone or ticket, and they should be able to refund you.

What to do if you have played to level 20 on starter edition EU, but bought the game on US and the 30 days game time in US? I live in EU and want to change the region to EU.

You'd have to refund the game and buy the EU version online if you're not living in EU, the keys are region locked and they cannot change the region. Also you shouldn't really post on threads this old, the links are all probably out of date or not longer entirely relevant.
If you bought a physical copy of the game from a US store then I'm afraid you'd have to go to the store and see if they'd refund it. If you bought it via Blizzard then ask them through ticket.
