Will you be eligable for heritage armor if you change your race change to an another race, but change back to your original race? (assuming that you leveled up normaly)
If you’re already levelled it’s unlocked. I deleted my Highmountain Tauren but my new highmountains can transmog the heritage set.

I assume You mean unlocking Heritage Armour - If it is for the Original Races I believe you can Race Change and unlock them as long as You meet other requirements (and are a Member of that Race). For Allied Races they must be levelled from scratch (You can obtain Heritage Armour with Allied Race Death Knights).
So if You are a Dwarf and didn’t unlock the Heritage Armour, You could Race Change to a Night Elf, then Race Change back to a Dwarf and do the Heritage Quest Chain so long as You meet the other Requirements.
As a notorious race changer:
For core races, you have to be that race to unlock and use that heritage armour.
If you then change race then you can no longer use the armour but if you change back it will be there again.
The armour is unlocked per character. I.e. I had a dwarf warrior and hunter. Did the quest line on the warrior but the armour was not unlocked for the hunter until I did the quest on the hunter. Ergo the sets are tied to a quest being completed on that character.
For Allied Races, once you have levelled a character of that race to 110 you get the achievement, your account inherits the armour.
So if you have a void elf at 110 you’ll be able to use the armour on any void elves you create or race change in to from that point on.

I’d assume that future heritage armours will be unlocked the same way as it is now.
If humans/night elves/orcs etc. ever get one then you’ll have to be that race at the time it is released and complete the quest line to get it.
This character used to be Undead before changing to Tauren back in Cata, and it was eligible for the Tauren Heritage armor when it was introduced, to which I got, before I race changed it again to Vulpera.
Take that how you will.
