I want to faction change from ally to forsaken, my characer is max level, will i be able to do the heritage quest with forsaken right of the bat? I read that the rule to level a race from sratch dont apply to the core races?

No you don’t need to level from scratch.
You do need a minimum level, but if your character is max level, that shouldn’t be an issue.
In the forsaken case I believe it also requires some quests to be finished first because they’re directly tied into their heritage quests (I believe it’s the questline to ‘clean’ undercity, but I’m not 100% on that).

To add on, you only need to level from scratch with an allied race to unlock their heritage armour. Normal races just require level 50(?).

UNDEAD HERITAGE QUESTLINE REQUIREMENTS
This questline is a racial activity for Forsaken characters only. You have to be on an Undead character to pick it up and complete the quest. There are two basic requirements for this questline:
You must be an Undead
You must be level 50 or above
You must have completed the
Return to Lordaeron questline from the Dragonflight Pre-Patch event on that character - If you have not, speak with Calia Menethil in Oribos or Orgrimmar to do the questline, starting with the quest
Call to Lordaeron.
Once you meet these requirements, find Lilian Voss by the Ruins of Lordaeron to start the quest Unliving Summons .
