Hello, cant see a portal to Vindicaar in SW to able to return the quest - Heritage of Lightforged.
The requirements might have changed for all Allied Races to reach Maximum level for the Heritage Armor quests with the pre-patch for TWW. A similar thing happened in the past concerning Achievements and new races and classes when Pandaren and Monks were added to the Stay Classy Meta Achievement and Reach Level 85 was changed to read Maximum Level.
