Hey, i want to ask, if the delay on Lycara's Teachings is intended

we have a 5-6 seconds delay on the Druid Talent Lycara’s Teachings, BUT if i take the Talent Protector of the Pack the 5-6 Seconds delay on Lycara’s Teachings is gone.

i just want to ask if this is intended.
