Outlaw is beyond powerful and it’s clearly not Shadowmeld’s fault. It’s just one more tool, but not the root cause.
The CDR affecting Vanish and mobility spells, plus the amount and power of said mobility spells, are what make Outlaw so strong.

Every rogue can open with garrote, thats the reason why its problematic too, in combination with Shadowmeld and the 3 types of CCs it can use on you → sap > blind > stun > silence. And 3 of them can be repeated.
if the rogue is the target for that person you can also evasion/COS.
These are potentially half a minute of 0 action from that person.
Not because of garrote entirely, but since we are so afraid to break rogues by limiting their CC-ability we could at least remove garrote.
Which is an absolutely fair and grounded expectation.
That’s what I mean, I think that Shadowmeld just throws whatever math Blizz had for outlaw, because meld allows for AR uptime and CD reduction for way more than it was intended via crackshot.
Shadowmeld reduces CD for 1 vanish, which in turn reduces CD for everything else, including 2nd Vanish, which will then reduce CDs for everything again, including 1st Vanish and on it goes until Meld is up again.

Making every Rogue spec require stealth to do damage - a decision made whilst dance was available to every spec and then removing dance is imo one of the worst design decisions they have done for Rogues ever. The whole “use vanish” offensively design is complete crap.
Ironically, they seem to have succeeded in making specs like Assa work well for M+ though, at the detriment of the design in the rest of the game. Everyone always mentions things like Assa’s dots being broken - like, if they weren’t Assa would be completely unplayable. I think most rogues would take a more BFA style Assa immediately but when the whole M+ design has come in, that’s never going to happen.
Silence imo should just silence only your target and have an ICD. I don’t think silencing from stealth is inherently broken but I’d gladly take a nice nerf to garrote if they stopped every rogue spec being stealth dependent. The difference between playing a NE and a non-NE is already night and day.
I love how they realised they messed up, were forced to up subterfuge to 6s to compensate as a half-way solution and after nerfing tons of CCs in PvP decided for some reason to make stuns like CS/KS obscenely long in PvE for no reason.
Garrote silence needs to be removed, or severly nerfed. It makes no sense that Assa has access to long duration CCs, silence (and chained reappliance) AND kick all available at the same time.
