Why is this ability in the moonkin part of the talent tree? It does not make any sense for me. Almost no one was using that, and now I have to take x3 boomy talents just to have that, is this a joke or what?

It’s just the state of the class tree in general. It’s the worst one out of all of them because the dev who worked on Druids left the company and the tree never saw any changes other than redesigning Furor.
