With the 11.0.5 Patch, Outlaw has received little but very effective bugfixes & QoL changes, that are very welcomed by the Outlaw Community.
Those changes include an overall reduction in button bloat and making the spec more accessible for new or returning players.
However these changes will make the more complex build “Keep it Rolling” pull even further ahead than the less involved but also very satisfying alternative “Hidden Opportunity”.
In my opinion its totally fair, that the more involved KiR build should numerically reward players for proper gameplay decisions.
However, considering the QoL and ease of use changes with the upcoming patch - it doesnt seem logical to me to reduce the CD of “Keep it Rolling” without reverting the HO nerf we got couple of patches ago (100% effectiveness → 80% effectivness).
It does tackle the void that is losing “Echoing Reprimand” in the CDR department, but overshoots it in a way that leaves HO Build enjoyers even further behind.
Ideally we would want to have tuning between those 2 Builds close enough, so you can pick & chose to your liking - which very much has been achieved in the past.
With a more than 5% gap, many players may feel forced to play the more involved and more prune to error build, which will also more likely be suggested by third party websites - and to me that doesnt really align with the recent changes in a approach to not only bugfix but also make the spec overall… well… more approachable.

Close the gap between the two popular builds, as been achieved in the past.

People will choose to play the build thats more fun to them if its within 1-2%,

but will feel forced to play a build they may dislike and is less approachable with 11.0.5 tuning.

HO nerfs made sense back then, they really dont with Supercharger tuning & Keep it Rolling CD buffs.
