High world Latency and packet loss to server

Have high world latency today, 200-1000 earlier. Home is fine. Sometimes there is packet loss. It is just blizzard connection that has issues, anywhere else i ping is fine.
Country Latvia, isp Netvision.

I am having the same issues since 1 week or so. Home latency is good (23 ms), but world latency is horrible (600ms). Till today it was like this for 5 minutes after starting the game and then got better. Today it does not get better. All other sites or tests are working perfectly, it is jus the world latency in WoW. This is very frustrating.
