I want to level a horde shaman, but have a hard time choosing a race. In my opinion restoration/elemental fits the HM tauren theme, and enhancement fits orcs. The problem is I play both enhancement and resto and I don’t feel like leveling 2 shamans. What would you pick and why?

I think both races have shamans with all 3 specs.
Drek’thar is pretty cool: in Draenor he’s an Elemental shaman. In Alterac, he’s Enhancement. Aggra is Elemental in Draenor. Since the Mag’har have no Druids, Priests, or Monks, all the magical healing they have access to is supplied by Shamans. That’s why, I think, it’d be rarest to see Enhancement shamans among them: Shamans are simply too valuable to be thrown into the front-lines. Just look at the Shadowmoon! A clan full of shamans, and not a single Enhancement shaman!
If you want a Mag’har, my recommendation is Elemental!
When it comes to the Highmountain Tauren, they are great buddies with two of the elements in particular: Air (via their reverence of the Skyfather) and Water (as shown by the Rivermane tribe. As for Earth and Fire, they have the saying “Beware the deep places of the earth”; we see more drogbar utilizing those than Highmountain Tauren. That makes Restoration and Enhancement forerunners for them. Since Highmountain Tauren are great Hunters, and Warriors, though, I can imagine Restoration Shamans would be more popular among them.
If you want a Highmountain Tauren, I recommend Restoration!

I recently switched to highmountain to use their heritage armor as enhancement and I love how it looks in combat with the totems on my back. Orcs look great though so its a difficult choice… Orcs look more “badass” but not as spiritual imo.
