It often happens to me in ranked matches that this talent is bugged in Blessing of Winter and cannot be used.
They changed it in the latest patch so that it can be used on you or other healers only
This should be the least of your worries with this class as everything else is completely broken aswell 
not even worth playing when there’s evoker disc or rdruid
