Rising Sunlight talent seems bugged right now. When you cast Divine Toll, it only triggers one Holy Shock with two extra procs, instead of the two Holy Shocks it’s supposed to grant. It’s been like this for days…
Has anyone else noticed?

Yes its very easy to notice in PVP where our healing is very small anyway lacking the second charge of rising sunlight is crippling.
