Why 10 seconds?
The 10 seconds is the duration of Divine Word itself, i.e. when you press it. Then you have 10 seconds to activate its effect with some other ability (Chastise, Serenity, Sanctify) which will last for 15 seconds.
So it’s working as intended, though reading the wowhead tooltip it can appear a bit confusing.
