I have asked myself this question more then once whenever i feel like playing dk and speacily unholy dk.
The rotation has never been clear to me, i have always some how returned to rotation addons to aid me on clear rotations.
Runic attacks generate runic power and with runic power you can cast the other half of the arsenal of the dk.
But runic powered attacks dont generate runes.
So when you are out of runes, you can’t cast any special attacks.
Not to mention keeping up infestation and bursting them and setting up plagues.
I haven’t even seen many dks in dungeons, most people play shamans, warlocks, hunters, warriors and druids and sometimes monks.
i think blood dk is the most used dk, next to frost but, speacily unholy, its extremely clunky feeling, now, im not sure is it just me.
They are also incredibly immobile, which is just a huge downside in modern WoW and yes, there are times you just wait for your runes to come back.
As a dps you have to compete with too many other “good” melee classes, so tank is maybe the one spec that’s left, and there you just lack mobility to kite… and many affixes want you to do just that, which at the same time keeps you from healing yourself, which is the core element of blood… so, that’s the reason why my former DK main isn’t my main anymore. 
ive been unholy dps since forever.
and yes for the most part im reappling dots and get maybe 2-3 scourgestrikes before having to wait for runes
its annoying, but its the hand blizzard has delt us

So it wasn’t just me feeling it.
I tried paladin tank for little bit and only a little and i could feel little bit more smoothness through the rotation and i havent played paladin for over a year, not to mention the steed for mobility and the countless of survivability methods.
The point is, i think dk should have redesign, make the rune generate runic power which gives more runes, this is how you give better rotation which not only makes it feel 10x smoother and better, it gives bigger edge compared to other classes.
