Races in order of base intelligence:

Gnome, 24
Human, 20
Night Elf, 20
Dorf, 19

Undead, 18
Orc, 17
Troll, 16
Tauren, 15

What this means statistically Gnomes are 50% smarter than Trolls and 33% smarter than Undead.
