Not at all. Blizz should give damage buff in instances (nobody cares the open world) for the faction that have fewer ready-to-mythic geared character. The damage buff should be based on the difference, for example if there are 200 alliance and 800 horde, the buff should be 80-20%. Ok maybe divide it with 2. If Blizz do this the alliance - horde ratio in top guilds will be 1:1 at the next season because the top guilds would do anything for a 1% dmg buff.
The end-result would just be the world first runners temporarily swap to the side with the damage boost, then back the the one with an existing player-pool.
I hate the lay-out of SW and IF. Org makes more sense too me + the fact everything is in one city, not two (Heirloom vendor in SW where?).

Ours used to be over two cities but it’s kind of green and uninhabitable atm, so they had to relocate to Orgrimmar. You can actually use timey whimey mode and still visit the old location for vendors in Undercity.
