Im trying to put an enchant on shoulders but because of ilvl scaling I cant enchant my shoulders because it cannot be applied to items higher than level 136 and the heirloom shoulders scale to my 120 level.
Is there anything left in this game these current designers and developers have not screwed up…?!
This is why I keep a char at level 80 
Then it is high enough to use the enchants, and low enough to be able to put it on the looms.
I leveled it (a monk) only for this purpose haha.

The enchant can’t be put on items with an ILVL higher than 136, not LVL.
Around lvl120 an heirloom should have 280ilvl iirc.
You can just craft the heirloom on a lower lvl toon (even lvl1 will do), send him the enchant to enchant the heirloom item then send it to your other character
Shoulder heirlooms cannot be used by lowlevel. You will get the message that you are not high enough level for that (unless they changed it)
if you have a level 80 though, you can enchant whatever heirloom you want without being too high Ilvl or too low level. And regardless of class, you can make all heirlooms, by clicking the fan of options in the upper left corner. (more an info to OP)
But it’s not screwed up. Did you ever think that maybe it’s intentional, and there are good reason for it.

Haven’t made a lvl1 in a while so you may be right but there are no issue with lvl20 (allied races)
Depends on the enchant. Pretty quick work though to make a DH and then use Katy’s stampwhistle toy to get some mail.
I enchant my looms because I would feel bad if I didn’t, but frankly its putting lasers on a shark. Looks great, don’t really need it.
Level 1’s can still use the heirloom shoulders and all slots .
Enchant then earlier on. Some enchants only apply at lvl 85 minimum.
I have sets of heirlooms enchanted up and when done using them on one alt, I send them to another alt. Giving that/those toons the benefits of enchants they would normally get later on and save myself money from constantly rebuying all the enchants each time if I was creating the heirlooms afresh.
She cant down level her class. Enchants effects downscale for level 1 characters and get their full effect at level 85.
120 level character cannot enchant shoulders or pants anymore if their heirlooms are 4/4 upgraded. Level 1 character cannot use those enchants because they have level 85 requirement, but they can wear them.
If its intentional its oversight not attempt to sadistically torment players…
