How arena scaling works?

Can someone explain to me how arena scaling works?

It feels like being ilvl 445 with bis secondary stats and bis corruption but rank4 cloak makes it much easier than being 470 with wrong corruption not good secondaries, but high stamina and primary stat and rank 15 cloak. (i have two same class of different faction)

Why would anyone in their right mind think igame is broken if they get killed by a player who has 500ilvl higher gear? LUL

Cause at this stage of the game, imagine just leveling to 120 having 60-80k health and a lousy guardian druid with 1 mil health kills 9 out of 10 people at the spirit healer in WSG on cooldown by hitting thrash twice.

And they were transitioning from legion where once you entered combat, your character’s stats would be replaced by a template and you’d barely feel less powerful than someone else with higher item level. (excluding weapon progression)

to your post: It really does feel better playing low ilvl with correct stats + sockets than going for max ilvl, versatility plays a massive role here.

You dont have 60-80k. If u have, uve been leveling by killing same mob entire process.

All my alts have been 300k ish with normal leveling.

And a ilvl 480 character should definitly smash a ilvl 200 character in seconds.
now the ilvl 200 char has motivation to get gud.

What scaling?? only scaling i see is the 480 ilvl people D*#s.
