New-ish player here.
I really like Monk but my only concern is if the scaling is bad.
I know it changes with balance but in a perfect world, how much will the scaling affect me if I have good gear?
How does monk compare to other classes in terms of scaling? Is it only WW or all monk specs?
Is scaling even an issue or is it irrelevant?

On the surface you will not notice it.
If you are asking about that, this means it will not affect you in any way.
Play what you enjoy matter most and the 90% chances are that you will perform better in something that you enjoy rather than playing something you dont.
It would only affect you if you were doing world 1st or other kind of competitive activities. Saying that, on tier one when expansion starts monk is pretty good with numbers, its later that WW falters in comparison.
But dont let numbers be an obstacle to enjoying the game.
