Yes character information belongs to Blizzard and not the players, but it is the players who have to deal with the consequences of that information being misused.
But that doesn’t work on a new account, because the new account doesn’t have the old accounts achievments. That only works for characters that are on the same account, not different accounts.

You can’t track people across accounts. The achievments and whatever else they track don’t match up across accounts, thus another account is not able to be tied to another account with the help of achievment tracking. If someone found out who you are on a new account, it’s because someone told them. Not because you were tracked across accounts with a 3rd party page, because that’s not possible and has never been.
