You can activate the option to participate in the beta in your account settings (a so called āopt inā).
But the beta probably wonāt start for a while.

The only way to have guaranteed beta access would be to be popular wow streamer or popular wow youtuber or work for wow news site like wowhead. They get it all the time as āpressā. Signing up for beta ob your profile gives you a change they might select you.
On top of that Addon authors have big chance of getting into beta, curseforge use to help but since they are owned by twitch they didnāt. So now only wowinterface helps addon authors getting into betas.
Lastly when the beta is out there are usualy some giveaway contests running where you can take part and win beta access.
As mentioned isnāt up yet, thereās even no alpha. I think we can expect them next year, alpha after the patch drops and beta abit later.

cant blame blizz for giving those beta acces. Because those get information out to others about the new expansion. Meanwhile alot of people asking for beta acces on the forums often seem to expect a fully finished and prefectly working gaming.
You see the same thing in the current warcraft 3 reforge beta, quite some people complaining about the beta being bugged and expecting a full working game

It will be curious to see how it will pan out for Shadowlands as some/many from what I watch already stated they will be highly critical and meticulous on the beta so that either Shadowlands will be shaped correctly or we will get BfA 2.0 and nobody will care aside of if TBC Classic will be announced on Blizzcon 2020

Might also be just me, but also those who have previously participated in beta tests seem to have a higher chance of getting into future betas as well.
Guaranteed, yeah maybe, butā¦ Iāve been in every single WoW beta I signed up for over the years including very early vanilla beta. So, I dunnoā¦ no guarantees, but it kinda feels like a sure thing for me personally. 
Iām not saying signing up is futalie. I just state the fact that influencers as they are called get to betas all the time becasue itās pretty much free advertisement for the game. Lots of people get chosen randomly from singed up also but thereās more people signing up than there are peopel chosen to participate.
I was only in Legion and BfA beta and was not in Classic. I hope to get into Shadowlands beta.
Thereās no point even beta testing. They launched the game with a bug that would prevent any progress on your character if you did some specific things right after obtaining the heart. Youād be rendered unable to complete the quest and progress any further. I reported it in the beta. Did they do anything about it before launch? Nope. It was still there at launch. It got fixed after a while but lol.
The bug was that right as you obtained the heart of azeroth, then you faction changed and your progress was reset but you kept the heart. Since you already had the heart, you couldnāt progress on the quest to obtain it, since itās unique and canāt be destroyed, and you were stuck in progress on your new faction.
