So I am leveling 11 characters with each class simultenously, so i need to see which of my character has the highest rested exp to priotize playing with it.
I think you have to log in. Perhaps an addon in game can track the rested of all toons but I doubt that too.
Altoholic has this feature wherein, after you log into your charactars you immediately put them into the database. And the main page tracks rested XP. Chars with low rested XP appear to have red text. Chars with medium yellow and chars with high rested exp, green. They also separate leveling chars from max lvl chars making max level chars appear with a white text saying 0%.

Can’t see it in login screen. I’d also guess some addon that would log the rested when you log out.
you might want to use an addon like altoholic for example.
