I think they have people farming the spots. You pay upfront and then they message you when the mount is up and you go get it. Saves you sitting looking for it.

That’s it? There’s no exploiting involved with shards involved? There’s a guy who want’s to sell me TLPD for 400k, it’s allowed to buy it then?

Doesnt make sense that i’d get punished for paying someone with in game gold for killing a rare though.
I would not exactly call it exploiting since it is intended to work like this but if you group up with a lower level player who is active in a chromie time shard they can use the party sync feature that allows you to enter their chromie time.
You will scale down to their level but these rares are no challenge at all so it wont matter. I got my Aeonaxx mount like this from a very helpful player who just wanted to invite people for it for free.
I would just recommend you create an alt and scout every shard yourself instead of paying for it. Normal and Warmode in every expansion from chromie time.
This is also a good way to get doublets of rare hunter pets. If you want Loque x 2 you can just enter different expansion shards and check Scholazar Basin.
There is also the chance you´ll encounter other players or bots doing this aswell with the purpose of Selling but even so they would likely still need to find a buyer before killing it.

Fair enough, better to do it yourself instead of paying yeah.
One time I saw someone spamming trade trying to sell Aeonaxx I just went to Deepholme and got the kill myself 
Not sure if it was for some cross-realm group or whatever but still.
